Do modern pc hardware based arcade cabinet games run on an os?

If not, that must mean they either write their own tiny OS to work their arcade game program, or the PC is just running the game program by itself off of the hard drive (Can that be done?), but I just thought maybe both would be a much bigger amount of ...
